Information of an artificial field, kind of a nourishing medium for a total international experiment such as the International Network Culture (INC) is to be considered one of key phenomena of the last twenty years contemporary art development. As an art movement INC involves numerous art branches including all actual art trends, and nowadays seems to be a greater and more overwhelming phenomenon compared with the Fluxus and New York Correspondence School of the 60s, the New Realism, conceptionalism of the 70s and mail-art of the 80s. Poets and artists from about 30-40 countries united by INC share equal rights and terms in their parallel participation in international network creative process. Thus, decentralization of literary and art life is one of the most vital achievements and an absolute reality of the current INC where developed mass communication devices perform the medium role in transference and expansion of new ideas in art. However, non-official networks do not depend on concrete communication technologies while oral, snail-mail, computer network zones, telephone, e-mail, fax, and similar data can do for formation and support of parallel artistic networks. Their main peculiarity is not the type or level of operating technology but the open and horizontal structure.

New functionning

Among principal characteristics of the International Network Culture dictating a particular ‘poetic’ extend of new functioning might be underlined the following:
work at maximally saturated communicative (intermediate) regime;
collective thinking and orientation on collaborative creation;
extreme social functioning of creations;
basic position of a network operator;
complex work with various social contexts, processes and situations;
anomalization of market system of relations.

Institutional spaces

Terms of appearance and expansion of network art creations insists on the new formulation of the notion of social institutions engaged in art. There’s no more structural museum space clearly drawn in its physical boarders. Developed communication have broken material barriers, their channels do not coincide with the space structure as a necessary condition of cultural realization. On par with the author’s presence depersonalization, communications are forming an upgraded field unity and omnipresence in a number of spaces that are often incompatible and incommensurable.

Linguistic problem

INC presents the linguistic problem in comprehension of the end of close connection between art, arts sciences and philosophy. This trinity typical for the whole XX century was grounded on general preoccupation in language problem and its appliance to the environment. Current position of the INC with the whole set of its typical characteristics makes an author (curator, etc.) change his(her) preoccupation in ‘lingua resources’ and interpretation practice for direct operating activity in which physiology is directly connected with technique and network technology.
